Sitting on the edge of Rotorua’s CBD, Victoria Street Apartments delivers 36 homes across three distinct residential blocks. A considered response to the need for quality, accessible social housing in a location where community, convenience, and daily life genuinely meet.

The site’s proximity to Rotorua Central Mall, local schools, public transport, and everyday amenities was a key driver from the outset. Residents are able to walk to the places and services they need, while dedicated bike storage supports active travel. A children’s playground is woven into the shared ground plane, giving younger residents a place of their own within the development.

Each of the three blocks carries its own identity through differentiated coloured screening, drawing from the warm terracotta and ochre tones already present within Rotorua’s CBD streetscape. These screens perform multiple roles — softening the façade rhythm, providing privacy for residents, and helping moderate solar gain across balconies and openings. From the street, the development reads as a cohesive ensemble, while closer inspection reveals a layered composition of depth, colour, and material warmth.

All ground floor units are fully accessible, supporting the needs of a diverse community from the outset rather than as an afterthought. Designed to Homestar 6, the homes are healthy, dry, and efficient, helping to reduce ongoing living costs for residents while minimising the development’s environmental footprint over time.
